I am directed by the Secretary of State to transmit to you, for any suggestions and observations which you may have to offer, the enclosed copy of a despatch from the Governor of Hongkong forwarding copies of the evidence taken by a Court of Inquiry held at Stonycroft respecting the extraordinary mortality on board the Italian coolie passenger ship from the Havannah to China.
I am to repeat that the original inclosures may be returned with your reply to this letter.
